Era tanto che qualcuno non portasse alla mia attenzione i contenuti del blog dell'amico Christian Rocca - alle volte ritornano... Il caso in questione e' la campagna di Marco Pannella per il recupero di una delle verita' cancellate strada facendo circa la disponibilita' di Saddam Hussein ad andare in esilio. Bene qui trovate quel che dice Pannella, e qui quel che scrive Rocca. Poi se ne riparla con chi e' interessato.

Statement by the Presidential Spokesperson Mr. Hasan Ercakica

With the meeting held on 21 December 2009, full fledged negotiations aimed at finding a comprehensive solution for the Cyprus problem has been completed for the year 2009. As it is known, the two leaders will have the first meeting of the New Year on 4 January 2010.

President Mr. Mehmet Ali Talat and the Greek Cypriot leader Mr. Christofias have met for 46 times in 2009 within the framework of the comprehensive negotiations. During these negotiations, 5 main chapters on the Cyprus problem have been discussed, in addition to the Governance and Power Sharing chapter which has already been discussed since 2008. Working to produce common papers on all issues discussed under the Governance and Power Sharing, the EU and Economic Matters chapters, the issues the two sides have agreed on as well as the issues that need further consideration were determined and 30 common papers were produced in total for 3 main chapters. In the second phase which started on 10 September 2009, all the issues were reviewed once again trying to achieve more convergence. Within this context, for the first time a common paper was produced on Property issue.

During the year that we have almost left behind, the two leaders have also decided to open Yeşilırmak (Limnitis) gate for reciprocal crossings.

Even though it was not as speedy as we expected and did not cover the ratio of the matters we envisaged, it could be said that significant progress has been achieved in the negotiation process particularly on some issues.

While the negotiations were being maintained, the UN Secretary-General Mr. Ban-ki Moon has published a report regarding his good offices mission for the first time in five years. Publication of this report is an indication that it has been reached to an important stage at the negotiation process. In his report, the UN Secretary-General Mr. Ban pointed out that the two leaders have achieved significant progress in the negotiations and that at the moment, there is an important window of opportunity for the solution of the Cyprus problem. The UN Secretary-General Mr. Ban also underlined that the comprehensive negotiations should result in a solution within a reasonable time frame.

As you all know, the two leaders have committed to achieve more convergence during the intensified negotiations that will be held in January. This approach is in line with the expectations of primarily the UN and the whole international community.

It should be stated that we will continue to employ a constructive and progressive approach in the negotiations that will be held in January as we did until today. Our common policy with Turkey is to reach a lasting solution within the UN parameters. President Mr. Talat is determined to maintain its increasing efforts for a solution of this kind.

Meanwhile, we have been observing that the interest of the international community is focusing on the Cyprus problem.

The statements made on the occasion of the Prime Minister of Spain – who will be the EU’s next Term President in the New Year - Mr. Jose Zapatero’s visit to South Cyprus were new indications of this fact.

The fact that Mr. Zapatero has announced before his visit to South Cyprus that he will invite President Mr. Mehmet Ali Talat to Spain should be accepted as the first sign that the new EU Presidency will employ a balanced and constructive position in terms of the Cyprus problem. As a matter of fact, the Spanish authorities have conveyed this intention of theirs to our Presidency. As a next step, the organization of the said visit will be done.

However, the approach found in the evaluations made as a result of Mr. Zapatero’s visit to South Cyprus, that Spain is trying to shoulder the role of “an arbitrator” in the solution of the Cyprus problem should be considered cautiously. As it is known, while the Greek Cypriot side is spending efforts to exploit its EU membership against Turkey and the Turkish Cypriots, it is not possible for the EU to become an arbitrator. Besides, the negotiations aiming to find a comprehensive solution for the Cyprus problem are being maintained by the two leaders and under the supervision of the UN Secretary-General. The Turkish side is in favor of maintaining this effort and other elements to support the efforts in this field.

In any case, there are roles to be shouldered for the EU and for particularly the leaders of the member states that take over the Term Presidency in terms of the Cyprus problem. For Spain to be able to help solution of the Cyprus problem during this term, it will be enough to stop the initiatives of the Greek Cypriot side to exploit its EU membership against Turkey and the Turkish Cypriot side. Adoption of such a position will make the Greek Cypriot side understand once again that it can not exploit the EU advantages for its own interests and it will lead them to focus their attention on the comprehensive settlement negotiations.

I am saddened by the Chinese Government sentencing Liu Xiaobo, a
well-known Chinese writer, to an 11-year jail term.

By sentencing Liu Xiaobo and others like him, who use freedom of
expression to publicly articulate their opinions, the Chinese
authorities have not only violated the binding principles of the
Universal Declaration of Human Rights but also the freedom of
expression mentioned in the Constitution of the People's Republic of
China.

I urge the Chinese Government to release, as soon as possible, Liu
Xiaobo and other political prisoners who were jailed for exercising
their freedom of expression.

I offer my regards and prayers to Mr. Liu Xiaobo, his wife and other
family members.

le recenti violazioni di diritti umani nel mondo sono frutto anche di politiche di paesi democratici

L'esecuzione del cittadino britannico in Cina per traffico di droga, l'espulsione di migliaia di hmong da parte del governo tailandese verso il Laos da dove scappavano, la deportazione di 20 uiguri da Phom Penh verso Shangai dove verranno processati per direttissima rischiando la pena di morte la paralisi trans-atlantica di fronte alle manifestazioni in Iran son la prova provata che l degrado della legalita' nei paesi Occidentali non puo' che fungere da copertura politica a sanguinari regimi che si fondano sull'oppressione del dissenso e delle minoranze.

Per giorni, pochi a dire la verita', Gordon Brown s'e' appellato alle autorita' cinesi perche' fosse concessa la grazia al concittadino, ma senza la benche' minima critica al fatto che l traffico di droghe in Cina sia punito col massimo della pena. Solo gli USA si son accorti che le autorita' tailandesi e cambogiane stavano deportando persone che per le Nazioni unite avevano l diritto alla protezione internazionale, di certo gli europei, colle loro politiche di respingimenti a morte certa non si son azzardati a difendere i hmong e gli uiguri che venivano, nel cuore della notte, restituiti ai loro "governanti". Nessuno ha convocato lo stesso giorno alla stessa ora l'ambasciatore iraniano per chiedere contro della reazione brutale alle coraggiose manifestazioni in decine di citta' in tutto l'Iran ne' c'e' all'orizzonte una marcia, che non sia quella del solito "forum Palestina" per denunciare queste quotidiane sistematiche violazioni dei diritti umani nel mondo. E parlano di partito dell'amore - di se stessi..

Joint Letter Calls For Good Governance And Democracy In Somaliland To Prevail

Stockholm, Sweden/Rome, Italy, December 12, 2009 (SL Times) – Senator Marco Perduca, UNPO treasurer and Member of the Italian Senate, and Ms Birgitta Ohlsson MP, Member of the Swedish Parliament and Spokesperson on Foreign Affairs of the Liberal Party, have written an open letter to the government of Somaliland regarding the ongoing electoral situation.

While voicing their continued support of Somaliland's progress on good governance and democracy, Perduca and Ohlsson also express concern over the repeated delays of the presidential election and urge the leadership to ensure that they are both forthcoming and fair.

We are great friends of Somaliland and have followed the political development in your country closely for many years. Somaliland's government has created stability and democratic governance when Somalia has remained in armed conflict. Somaliland has for good reasons been called “Peace Paradise in Africa”. However, Somaliland's gains are currently under threat.

Somaliland has spent nearly twenty years trying hard to build stability and democracy in one of the most troubled regions on the African continent. Somaliland was a beacon of light and served as a role model for its neighboring countries. But all your gains are at risk if the forthcoming election would not be fair and free. The repeated delay of Somaliland's presidential election threatens the foundations of its emerging democratic system.

We advice all stakeholders to work together in order to save democratic rule in Somaliland. We hope for many years of progress towards democratic governance and that a general respect for human rights will be consolidated, not wasted.

DOWNER: ‘SOLUTION IS POSSIBLE IN 2010’

UN Envoy Alexander Downer said that a solution to Cyprus problem may be found in 2010.

Stating that United Nations is confident for the efforts of the President Mehmet Ali Talat and the Greek Cypriot Administration Leader Dimitris Christofias spent in the negotiations, Downer said that he hopes a solution in 2010.

Moreover, Downer added that a solution to be found by the leaders should be submitted to separate referenda and intensified negotiations to be launched in January were an ‘important turning point’.

As an answer to the question, is the UN Secretary General Ban Ki Moon coming to Cyprus , Downer said that Ban wanted to visit the island in the beginning of the next year and the details have being discussed. The most suitable time has being discussed and shall be discussed by the two leaders also.

Downer indicated that the UN Secretary General Ban Ki Moon wanted to visit the island at the most suitable time when he shall be able to make a substantial contribution to the process. “So it has to be at a time when he will be able to contribute more than I can do" said Downer.

LAST MEETING OF THE YEAR

TRNC President Mehmet Ali Talat and the Greek Cypriot Leader Dimitris Christofias will continue their discussions towards finding a solution to the Cyprus Problem today.

After today’s meeting, the two leaders will give a break to the negotiations until the end of the year. The two leaders are expected to determine the agenda and the dates of their meetings they will hold in January.

The meeting will take place at the UN controlled buffer zone at 3 pm.
Meanwhile, President Mehmet Ali Talat’s Special Representative for Negotiations Ozdil Nami announced on Friday that the leaders will not be holding home diplomacy in January as it was told earlier. Speaking to the BRT newsroom, Ozdil Nami said the two sides have agreed to cancel the idea after technical studies carried out by the two sides proved that full day sessions to be held at the homes of the two leaders would not allow a sufficient ground.

PRIME MINISTER EROGLU: “STRUGGLE HAS NOT COME TO AN END”

Within the framework of the ceremonies of the 21-25 December Struggle and Martyrs Week activities will be organized and the martyrs will be commemorated.

Prime Minister Dervis Eroglu made a statement due to the 21-25 December Struggle and Martyrs Week and pointed out that Turkish Cypriot people’s struggle of existence has been continuing for more than half a century and said: “this struggle has been continuing sometimes as a war and sometimes as a cold war. Our people had suffered from the war and obtained the present freedom after paying high prices and giving many martyrs.” However the struggle has not ended. Today the economic, cultural, political and diplomatic dimensions of this war have become a part of our daily life.”

In his message Eroglu reminded that the Greek Cypriots who moved with the intention of abolishing the Turkish Cypriot people by genocide and uniting the island to Greece within the framework of the Akritas plan, faced with an unexpected resistance therefore could not implement their inauspicious plan.

Statement by the Presidential Spokesperson Mr. Hasan Ercakica

The negotiations regarding the Cyprus problem continued yesterday with the meeting held between the two leaders. During this meeting, the agenda and methodology of the negotiations that are expected to be intensified in January were discussed. In line with this discussion, the two leaders have confirmed that there will be two three-day meetings in January. They have also discussed the details of these meetings.

It should be deemed as a significant development that the two leaders have stated their common wish after yesterday’s meeting that 2010 becomes “a year of solution”.

We would like to state once again that the Turkish side attaches great importance to the efficiency of the meetings that will be held in January and is determined to do its share to achieve this.

As the UN Secretary-General’s Special Adviser Mr. Downer stated while he was leaving Cyprus for Christmas and New Year holiday “January is going to be a very important point in this whole negotiating process”. Mr. Downer also stated that there has been “a very steady progress” over the last 15 months in the negotiation process and that “in January there is a real opportunity to make very significant strides forward”.

For 2010 to be “a year of solution” and to transform January into a real opportunity to that end, the Greek Cypriot side has to do its share just like the Turkish side. The international community also has to show the interest required not to lose this opportunity.

While there are such developments regarding the Cyprus problem, we have also been closely following the developments concerning the EU membership process of Turkey.

As it is known, another chapter has been opened in Turkey - EU membership process yesterday. Turkish Foreign Minister Mr. Ahmet Davutoğlu, who is in Brussels for the opening of the environment chapter, stated -by giving necessary warnings- that the Greek Cypriot side will not be able to impose the kind of solution of their own preference for the Cyprus problem by exploiting the EU membership process of Turkey.

By stating that as Turkey, they support a solution in Cyprus that is in accordance with the UN parameters and that they will continue to do so, Mr. Davutoğlu has also responded to all kinds of speculation regarding the negotiation process and Turkey’s support.

For us, the most important point in the statement Mr. Davutoğlu made yesterday in Brussels is the stress on the fact that the European Union is getting close to the point of making a strategic decision. By saying that “The European Union has gotten close to a stage of strategic decision, it will either not permit one sided declarations and approaches by seeing Turkey’s pluses or sacrifice strategic pluses to political concerns or to the demands of a member state in a manner we do not want it to be”, Mr. Davutoğlu has announced to the whole world that they do not intend to sacrifice the rights and interests of the Turkish Cypriot people to the EU membership and in a way reminded that, as the authorities of the Republic of Turkey have previously stated, if they are forced to make a choice between the EU membership process and the Turkish Cypriot people, they will choose the Turkish Cypriot people.

Our expectation is that the Greek Cypriot side perceives this message reiterated by Mr. Davutoğlu and provides the necessary contribution to reach a timely, just and lasting solution for the Cyprus problem through the negotiations maintained by the two leaders.

Sull'elezione di due nuovi senatori Segretari

PRESIDENTE. Ne ha facoltà.

PERDUCA (PD). Signor Presidente, intervento relativamente all'elezione dei due nuovi senatori Segretari d'Aula prevista per questo pomeriggio, elezione alla quale non parteciperò per i motivi esposti durante il dibattito sulle modificazioni regolamentari.

Se non ricordo male, ci è stato detto che continueremo a votare fin quando non verrà eletto un rappresentante del Gruppo che non è stato eletto in occasione della elezione dei primi segretari d'Aula.

Ora si presenta un altro scenario, che però non è stato preso in considerazione - e ne faccio ammenda - durante il dibattito a seguito del quale è stata apportata una modifica al nostro Regolamento. Se tra gli eletti di oggi pomeriggio (e si consideri che nessuno dei miei vicini né io abbiamo ricevuto indicazioni di voto) dovesse risultare finalmente un rappresentante del Gruppo dell'Italia dei Valori che il giorno dopo passa al PdL, all'UDC o al PD, cosa succede? Si ricreano altri due segretari d'Aula che saremo tutti riconvocati a eleggere? Questo avete deciso un mese fa con l'astensione di 15 e il voto contrario di 12 senatori. Ora il senatore Quagliariello mi dirà che la Costituzione materiale prevede anche un ulteriore aumento e un'ulteriore norma transitoria al nostro Regolamento, ma vi faccio notare che in questo modo avete creato quel meccanismo perverso.

Invito quindi tutti coloro i quali hanno a cuore, non tanto i costi della politica (perché gli sprechi sono ben altri), ma un minimo di onestà intellettuale, a prendere un caffè più lungo oggi pomeriggio e a non presentarsi all'elezione di questo segretario d'Aula che, torno a ripeterlo, il giorno dopo potrebbe dichiararsi appartenente ad un Gruppo diverso rispetto a quello per il quale è stato candidato.

PRESIDENTE. Senatore Perduca, in effetti questa ipotesi è stata già prevista ed è esplicitamente detto che i segretari che, eletti ai sensi del commi 2-bis e 2-ter dell'articolo 5 del Regolamento, entrino a far parte di un Gruppo parlamentare diverso da quello al quale appartenevano al momento dell'elezione, decadono dall'incarico. Ad ogni modo ha posto un problema serio.

Segretari d'Aula: Senatori Radicali non votano contro tenia partitocratica e suoi trucchi

Dichiarazione dei Senatori Radicali nel gruppo del Pd Marco Perduca e Donatella Poretti:

"In linea col nostro voto contrario alla modificazione del regolamento del Senato per istituire due nuovi segretari d'aula per accontentare le richieste del gruppo dell'Italia dei Valori, oggi pomeriggio non ci presenteremo in aula al momento della loro elezione. Chi invece lo farà sappia che sarà chiamato a votare fino a quando non verrà eletto un membro del gruppo dell'Italia dei Valori che, tra le altre cose, non ha ancora fatto circolare il nome del prescelto, forse perché, in queste ore di tempeste ce ne potrebbero essere alcuni interessati a passare a un altro gruppo. Infatti il regolamento prevede che se il segretario eletto in rappresentanza di un gruppo politico dovesse cambiare affiliazione partitica dovrebbe anche dimettersi dalla carica... ci sarà un senatore dell'IdV pronto a sacrificare le proprie convinzioni politiche per le convenienze della dotazione da segretario?

deportati 20 uiguri dalla Cambogia alla Cina, frutto anche della politica dei respingimenti italiani...

"Come annunciato ieri dall'Organizzazione dei popoli e nazioni non rappresentate UNPO, 20 uiguri che nei mesi scorsi erano scappati dalla Cina cercando rifugio in Cambogia sono stati rimpatriati stamani a Shangai o Pechino. Del resto dopo quanto i paesi europei, Italia in primis, mettono in atto contro chi cerca rifugio da persecuzioni, guerre o carestie non c'è da meravigliarsi. Ne restano a Phnom Penh solo due che dovrebbero essere affidati alla tutela dell'Alto commissariato per i rifugiati. Il Governo di Hun Sen ha deciso di obbedire agli ordini delle autorità di pechino malgrado l'Ambasciata statunitense avesse da due giorni manifestato le proprie preoccupazioni per la decisione di spedire dritti in galera i 20 uiguri ponendoli a rischi serissimi di persecuzioni immotivate. Pechino infatti ha deciso di comminare la pena di morte contro tutti coloro che son ritenuti i responsabili delle manifestazioni di massa nello Xinjian dell'estate scorsa e, per la giustizia cinese, basta essere uiguro per esser ritenuto responsabile di campagne anti-cinesi. Adesso si attivino le diplomazie Occidentali in Cina perché si conceda ai 20 uiguri un trattamento degno degli standard internazionali a partire dalla richiesta delle accuse pendenti contro di loro.

preoccupanti notizie su deportazioni di uiguri dalla Cambogia alla Cina

Secondo l'UNPO, Organizzazione dei popoli e nazioni non rappresentate, una ventina di uiguri che erano scappati in Cambogia nel luglio scorso per fuggire alle rappresaglie della polizia cinese nello Xinjian sono a rischio deportazione in queste ore. Occorre che i paesi europei e gli Stati uniti blocchino questi rimpatri forzati perche' quelle persone sono a fortissimo rischio di maltrattamenti una volta rientrati in Cina.

Non risultano esistere mandati d'arresto spiccati ai loro danni mentre e' noto il trattamento riservato dalle autorita' cinesi a chi manifesta contro le politiche della Repubblica popolare cinese. l Partito Radicale si unisce all'UNPO nell'appellarsi anche alle autorita' cambogiane affinche' blocchino i rimpatri da Phnom Penh a Shangai.

a Firenze partita cancellata per leggi irrazionali non per il freddo

A Firenze fa freddo, ma non da cancellare la partita, il campo e' praticabile, mentre gli spalti son gelati e siccome secondo le norme vigenti bisogna star seduti sempre e solo nel posto assegnato, non potendo consentire agli spettatori di stare in piedi s'e' cancellato la partita. Spero che il prefetto e il Sindaco di Firenze abbiano messo in conto il rimborso perché chi s'era recato a Firenze per vedere la partita.

Sulle annunciate limitazioni all'utilizzo di Internet

PERDUCA (PD). Intervengo in merito al preannunciato giro di vite su Internet a seguito di quanto avvenuto a Milano contro il Presidente del Consiglio.

Dico questo perché le agenzie ci informano che il ministro Maroni ha annunciato che un decreto-legge apposito dovrebbe essere discusso nel prossimo Consiglio dei ministri.

Questo è un Paese che si fonda in primis sulla non certezza del diritto e quindi qualsiasi tipo di norma deve avere sempre a che fare con il fatto che è talmente violatrice dei nostri principi costituzionali che applicarla è un disastro. Ma questo è anche l'unico Paese in Europa ad aver, in primo luogo, criminalizzato una tecnologia, ossia lo scambio dei dati con il cosiddetto pir tu pir; in secondo luogo, con il decreto Pisanu ha imposto tutta una serie di vessazioni non soltanto a chi oggi gestisce punti Internet ma anche a quelle Province o Comuni che stanno iniziando a lanciare una serie di proposte di offerta wirefire gratuite; in terzo luogo, è il Paese - e questa è la preoccupazione che in particolare desidero sollevare oggi - ha adottato una serie di misure, con tutti i Governi negli ultimi dieci anni, in relazione alle manifestazioni sportive, che oggi il ministro Maroni dice dovrebbero essere trasportate al dominio virtuale di Internet. In questi giorni abbiamo incardinato in 1^a Commissione una revisione di alcune di dette norme che regolamentano l'accesso alle manifestazioni sportive, perché in effetti inapplicabili oltre che incostituzionali.

Allora, onde evitare di ritrovarci fra due mesi a dover - come abbiamo già fatto - adottare un emendamento del collega D'Alia per poi farlo cancellare dalla Camera dei deputati dagli stessi che lo avevano suggerito alla maggioranza (tramite però un membro non della maggioranza), sarebbe il caso di bloccare ogni decreto che vada a creare uno Stato di polizia sul modello cinese o iraniano in Internet. Si potrebbe aprire un dibattito in 1^a e 2^a Commissione, magari coinvolgendo anche altre - non saprei quale Commissione sia competente in materia di Internet, perché mette insieme molti aspetti - e soprattutto chi la rete conosce e non esclusivamente dal punto di vista legale ma dalla vera legge della rete, ossia i codici.

Eventualmente nelle prossime settimane o alla ripresa dell'anno prossimo si potrebbe finalmente svolgere un dibattito parlamentare nel merito e nel metodo della presunta (chi la ritiene necessaria e chi non la ritiene tale, come me) regolamentazione di Internet, proprio perché si continua a penalizzare anche il futuro della nostra economia.

Questo è un Governo che non ha investito sulla banda larga ma l'Italia è anche un Paese che eccelle dal punto di vista dell'ingegneria elettronica, in particolare nel campo di Internet e di tutto ciò che attiene al software, settori che può anche regolamentare e far crescere.

Se chiaramente non ci dovessero essere riscontri positivi da parte della maggioranza cercheremo - e ringrazio i pochi che sono rimasti ad ascoltare il mio intervento - di ottenere tale risultato presentando una mozione ad hoc, perché, in effetti, non si può in un momento di crisi penalizzare ancora una volta uno dei possibili volani della nostra crescita economica, nonché chiaramente della circolazione delle idee.
