HRISTOFIAS STATED NEGOTIATION ITEMS

Greek Cypriot press wrote that Greek Cypriot Administration Leader Hristofias started to prepare Greek public opinion to direct negotiations and during his interview given to RIK the day before the anniversary of Peace Operation, Hristofias preferred to send friendly messages to the Turkish Cypriots and also to the President Mehmet Ali Talat.

Stating that Hristofias expressed their main targets which they would put forward at the negotiation table with simple words and methodically, Greek newspapers stated the vision of Greek Cypriot leader related to reunified Cyprus : A federation in which Greek Cypriots would not be patrons, but the partners of the Turkish Cypriots.

It was also stated that Hristofias implied indirectly but clearly that they would call for comprehensive negotiations on 25 July. Hristofias warned everybody who were leaders and against his policy and actions by saying that he would take the necessary decisions. Hristofias also added that the only way to move towards a new solution would be the decision taken by the National Council unanimously but this was not expected. But, AKEL, DISI and the other political powers thought that parties should move towards direct negotiations.

The main proposal of Hristofias was as follows:

- A common federal state which will be governed by presidential system. It will include the President, Vice President and Council of Ministers. Presidency will be on a rotation base. Turkish Cypriots accept Greek Cypriot president to fulfil his mission longer than their mission on the condition that the vice president would be from the Turkish Cypriot community. If the president is a Turkish Cypriot, vice president will be Greek Cypriot and his mission period will be shorter. Central government will have a single sovereignty, single citizenship and single international representation.

- Political equality shall be the main element of a solution and shall mean that two communities shall participate in the administration of the federal state. A ‘new partnership’ is mentioned with the Turkish Cypriots.

- Founding states shall not be ‘ethnically clean’ so that the maximum possible refugees shall return to properties in the regions which shall not be given back to Greeks. Founding states shall have equal authorities which shall not be over the authority of the partnership state’s constitution.

- Economy should be unitary.

- Hristofias stressed that the island should be demilitarized, guaranties should be abolished, number of settlers should be effectively decreased, and that he shall fight for the establishment of the return and property rights at the negotiation table.

- Dimitris Hristofias believed the Turkish Cypriot leader and acknowledged that a solution is the only way to get rid of division. In spite of the difficulties faced recently he stressed that there was friendship among them and he indicated positive attitude for the negotiations. Saying that the crisis in Turkey should not affect the sides Hristofias added: “there shall be inefficiencies in every period and especially in a problem like the Cyprus problem which continues for many years and created serious lack of connections between the two communities.”

TALAT AND HRISTOFIAS ARE MEETING ON 25th JULY

President Mehmet Ali Talat and Greek Cypriot Administration Leader Dimitris Hristofias are coming together on Friday.

The meeting will take place in the official resident of UN Secretary General's special representative in Cyprus Taye-Brook Zerihoun.

Leaders will overview the studies of working groups and technical committees for the last time.

FOREIGN MINISTER AVCI: WE WILL NOT WAIT FOR ANOTHER 40 YEARS

Deputy Prime Minister and Minister of Foreign Affairs Turgay Avcı met with the UN Secretary General's special representative in Cyprus Taye-Brook Zerihoun.

The meeting run for more than an hour and in his statement after the meeting Avcı said that they met for the first time and the meeting which took place in the Foreign Ministry was very beneficial.

Avcı pointed out that he wanted have an opinion of the UN Diplomats and underlined that they are supporting the full-fledged negotiations however this would be the last chance and as Turkish Cypriots they will not wait for another 40 years.

DINOUNCEMENT OF GREEK CYPRIOT ARCHBISHOP HRISOSTOMOS

Greek Cypriot Archbishop Hrisostomos announced that Russia put pressure to veto Annan Plan at the UN Security Council by the mediation of Moscow patriarchate.

According to the news in the Web site of Moscow patriarchate, it was stated that Hrisostomos who visited Moscow recently “requested” Russian President Putin to veto Annan Plan at the UN Security Council by the mediation of Head of Russian Church Aleksiy.

The statement in the patriarchate, Hrisostomos said “We always feel the brotherly support of Russian government and its people. The Annan Plan, which was mortal for Cyprus and tried to be accepted at the UN Security Council, was vetoed by the mediation of Head of Russian Church Aleksiy and we saved Cyprus ”.
