Incredible timing, Mr Secretary-General

LIKE most Cypriots, I welcomed the successful meeting held between the President of the Republic of Cyprus, H.E. Mr Demetris Christofias, and the Turkish Cypriot Leader, H.E. Mr Mehmet Ali Talat, on March 21, at the residence of the UN Secretary-General's Special Representative in Cyprus, Mr Michael Moller.

Speaking on behalf of the leaders, Mr Moller, who worked very hard with all concerned in helping set the stage for the meeting, announced afterwards that the two leaders had met "in a very positive and cordial atmosphere" and that their exchange of views on a number of issues had achieved "a great degree of convergence". The two leaders, he said, had decided to ask their respective advisers to meet this week in order "to set up a number of working groups and technical committees, establish their agendas, and to do so in the most expeditious way possible." Beginning Monday, March 24, Presidential Commissioner George Iacovou and Mr Ozdil Nami were to meet daily in order to set up the working groups and technical committees, thus emphasising the determination of the two leaders to proceed expeditiously with the understandings reached at Friday’s meeting.

Furthermore, Mr Moller announced that "in taking full responsibility for the conduct of future negotiations," the leaders had also agreed to meet "three months from now to review the work of the working groups and technical committees, and using their results, to start full-fledged negotiations under the auspices of the Secretary-General of the United Nations." The two had "also agreed to meet as and when needed prior to the commencement of their formal negotiations."

The outcome constitutes a groundbreaking first step in the right direction. Given the commitment and determination of the two leaders, this breakthrough could and should promote the positive political environment so essential for the success of the future negotiations towards a comprehensive Cyprus settlement. The international community has welcomed the positive outcome of the meeting and has expressed its readiness to lend full support to the efforts to reach a negotiated settlement.

No one doubts that difficulties will be encountered in the intensive preparatory process that will lead to the start of the full-fledged negotiations in three months’ time. The United Nations is expected to help facilitate the meetings of the working groups and technical committees which will hold intensive meetings during the coming three months.

All the more incredible, therefore, to learn that Mr Moller's assignment as Special Representative comes to an end on March 29, when he departs Cyprus, where he has served for just over two years. In addition to the proven excellence of Moller's diplomatic skills, the departing SRSG has a sound knowledge of the Cyprus question. He knows the issues and he knows the leaders and personalities of both communities well. His continued services and contribution at this crucial stage of developments on the island would have been invaluable at this time to all parties concerned. All the more reason why it is difficult to fathom the thinking of Secretary-General Ban Ki moon. While urging Cypriots "to move from talks to real engagement", the Secretary-General paradoxically allows his experienced envoy to depart the island just when it is about to face this crucial and testing opportunity that could well determine its future.

Moreover, Mr Moller leaves his post without even an announcement from the Secretary-General as to who will permanently replace him. All we have from the United Nations is that the Secretary-General is dispatching Mr. B. Lynn Pascoe, UN Under-Secretary-General for Political Affairs, heading a team that would "engage in dialogue with all stakeholders" in Cyprus.

A little dialogue beforehand would have helped. Mr Pascoe arrives in Cyprus on Sunday, March 30, the day after the departure of Mr Moller. Incredible timing, Mr. Secretary-General.

In Europa su invito del Partito radicale, nei giorni scorsi a Strasburgo ha presentato alla stampa e consegnato al presidente della Commissione esteri

MURPHY: ‘WE FOCUSED ALL OF OUR ENERGY TO A SOLUTION... WE DO NOT CONSIDER ANY FAILURE’

It was stated that Jim Murphy, the Minister Responsible for the UK European Affairs said that they support the unification of Cyprus not the division of Cyprus . Murphy said ‘we intensified all of our energy to the solution of Cyprus problem. We do not consider any failure. We do not have any B or C plan’. Moreover, Murphy added that President Mehmet Ali Talat should be invited to the UK after the Greek Cypriot leader Christofias.

NAMİ: “WEEK OF 7 APRIL IS OUR TARGET”

Mr.Ozdil Nami – TRNC President’s Special Representative for Negotiations with the UN and the EU – stated that they have taken the week of 7 April as the target for establishing working groups and technical committees and for starting the studies.

Nami pointed out that the working groups, that would discuss the primary matters and compendious subjects of the Cyprus issue, would put forth an effort for making the position of both two sides closer, however the main negotiation would be between the leaders and the leaders would finalize the subjects. Nami evaluated the stage reached in the works implemented by the representatives of two leaders during the new process began on Cyprus issue, and stated that the meetings with Yorgos Yakovu – the Presidency Commissioner of Greek Cypriot Administration – were conducted in a positive atmosphere.

Pointing out that there was not any pre-condition for establishing and starting all committees and groups at the same time, Nami said “Those which are ready will start. Our target is to start all of them as soon as possible. The workings will be implemented with this understanding.” Nami said “The parties are independent for placing the required subjects on the agenda. We will not limit each other.” Stating that the experts of the subjects would start the workings mutually and they would put the agreed subjects into practice at once, Nami said “Points decided will be implemented at once”.


INTENSIVE WORKS AT THE LOKMACI BARRICADE

Lefkoşa Turkish Municipality teams started the works for infrastructure and strengthening the buildings around Lokmacı Barricade yesterday approximately at 15.00. After de-mining of the area by the United Nations Peace Forces the amendment works shall start as the final phase of the opening of the gate. Mayor of the Lefkoşa Turkish Municipality Cemal Bulutoğluları stated that the teams of municipality are working on the north part of the barricade and it will be finalised in 3 days time.


EP SOCIALIST GROUP IN CYPRUS

A delegation from the European Parliament Socialist Group is coming to Cyprus for making contacts at two sides. The Socialist Group will meet with President Mehmet Ali Talat at 16.30 and will pay a visit to the Republican Turkish Party at 17.00.

le distanze da Magdi Allam, il vice-direttore ad personam del
''Corriere della Sera'', noto per le sue posizioni anti-Islam e
battezzato dal Papa nella Veglia Pasquale, sotto gli obiettivi
delle televisioni del mondo intero.
''''Accogliere nella Chiesa un nuovo credente non significa
evidentemente sposarne tutte le idee e le posizioni'''', ha

protagonista spiegava di aver abbandonato l''Islam in quanto
religione ''''fisiologicamente violenta e storicamente
conflittuale''''.
Parole che sono suonate agli orecchi di Aref Khalid Nayed -
portavoce del comitato dei ''138 saggi'' - troppo simili, quasi
identiche, all''opinione su Maometto dell''imperatore bizantino
Manuele II Paleologo, citato dal Papa nella sua controversa
lezione di Ratisbona del settembre 2006. E'' proprio alle
obiezioni di Nayed - espresse nei giorni scorsi attraverso un
comunicato - che si rivolge padre Lombardi nella sua
dichiarazione. ''''Spiegazioni sulla corretta interpretazione'''' di
Ratisbona ''''sono state date da tempo e non vi e'' motivo di
rimetterle in questione'''', precisa il collaboratore del Papa,
pur aggiungendo che il dibattito sul rapporto tra fede e
ragione, tra religione e violenza, rimane aperto.
Quanto al significato del battesimo, padre Lombardi ricorda
che amministrarlo ad una persona ''''implica riconoscere che ha
accolto la fede cristiana liberamente e sinceramente, nei suoi
articoli fondamentali, espressi nella ''professione di fede''''''.
Ma non puo'' tradursi - avverte con estrema chiarezza - in una
identificazione tra le idee del battezzato, nella fattispecie
Magdi Allam, e la Santa Sede o il Papa.
Il portavoce del Vaticano, cosi'' come aveva fatto anche dopo
Ratisbona, cerca di smussare gli spigoli e di rilanciare il
dialogo, esprimendo anche la sua ''''altissima stima'''' per Nayed.
''''Questo itinerario (di dialogo) - afferma - deve continuare,
e'' di estrema importanza, non va interrotto, ed e'' prioritario
rispetto ad episodi che possono essere oggetto di malintesi''''.
Stessa lunghezza d''onda dell''imam Pallavicini: ''''non ci siano
malintesi che possano oscurare anche da parte nostra la stessa
priorita'', quella di una dialogo aperto, profondo e
rispettoso''''. Il Forum di novembre sembra dunque essersi

The advisers have agreed, in accordance with the agreement reached by the leaders, to establish, as soon as possible, the following working groups and technical committees:

Subject to need, both advisers agreed to establish further working groups and technical committees, as required, in order to ensure that their respective leaders may be able to negotiate as effectively as possible on the full spectrum of issues to be discussed.

The advisers have agreed to meet again on Friday.

PRECONDITIONS OF THE TURKISH SIDE HAVE BEEN ACCEPTED
It has been informed that all the preconditions of the Turkish side have been accepted with respect to the opening of the Lokmacı checkpoint after all technical preparations have been fulfilled with accordance to the March 21 meeting between President Mehmet Ali Talat and President of the Greek Cypriot Administration Dimitris Chistofias.

Accordingly, activities of the Turkish military within the area will continue exactly as before and mine seeking operations of the UN will be accompanied by Turkish military field engineers and explosive materials experts.

The restoration and maintenance operations of buildings within the Turkish side will be attended to by Turkish building contractors under the auspices of the Nicosia Turkish Municipality.

Within accordance to the agreement, the military of the UN Peace Forces in Cyprus (UNFICYP) will as before continue their patrol operations within the buffer zone known as the Green Line.

MOELLER SAYS FAREWELL TO PRESIDENT TALAT
Special Representative for Cyprus Affairs on behalf of the United Nations General Secretary and also the Missions Chief for the United Nations Peace Force (UNFICYP), Michael Moeller, made a farewell visit to President Mehmet Ali Talat.

In his announcement made at this acceptance Michael Moeller express gratitude to President Mehmet Ali Talat for the cooperation he had displayed through the recent years.

In the acceptance of Moeller, President Mehmet Ali Talat expressed his gratitude to Moeller for his contribution to the new hope for the Turkish Cypriot people in acquiring a solution to the Cyprus Problem.

TURKISH CHIEF OF GENERAL STAFF BÜYÜKANIT WILL VISIT THE TRNC
Turkish Chief of General Staff Yaşar Büyükanıt will be arriving today to the TRNC as official guest of President Mehmet Ali Talat.

The TRNC visit of Full General Büyükanıt will continue until to Saturday March 29.

On the other hand, President of the Greek Cypriot Administration Dimitris Christofias expressed that he was saddened by Full General Büyükanıt’s visit to Northern Cyprus .

ERÇAKICA: “GUARANTEES ARE NOT ISSUES OF NEGOTIATION”
Presidency Spokesperson Hasan Erçakıca announced that as in the past, the issue of guarantee is not a debatable issue within the existing phase.

Erçakıca stated, “If they desire to do so, the Greek Cypriot side may bring this issue to the table. The stance of the Turkish side is obvious. It would be extremely complicated to alter the guarantee system at this stage.”

Erçakıca drew attention that a new international agreement will be required for the Guarantee and Alliance Agreements to be changed.

NEW ERA BEGINS TODAY
The new phase in the Cyprus Problem, resulting from the meeting between President Mehmet Ali Talat and President of the Greek Cypriot Administration Dimitris Hristofyas, will begin today.

President Talat’s Representative in charge of UN and EU Relations Özdil Nami and Commissioner of the Presidency of the Greek Cypriot Administration Yorgos Yakovu will meet today at 15:00 at the headquarters of UN Special Representative for Cyprus Michael Moeller.

It is expected that technical committees and the numbers of work groups and the issues in which they will attend to will be an outcome of the Nami – Yakovu meeting.
