REHN: “USE OF TRNC SEAPORTS IS LEGAL”

European Commissioner in charge of Enlargement, Olli Rehn; sent a letter in reply to the complaint by Greek Cypriot European Parliamentarian and candidate in the Greek Cypriot presidential elections, Marios Matsakis, who had sent a written complaint of the Famagusta-Lattakia ferry route arguing that that the route was illegal and requested EU intervention to the issue.

In his letter, Rehn reiterated that the use of TRNC seaports was not illegal with respect to international law.

Greek newspapers commented on Rehn’s written reply to Matsakis as “the European Commission’s backstab to the Republic of Cyprus ”.

On the other hand, in his statement made in Brussels , Marios Matsakis stated, “It is time the Cyprus government (Greek Cypriot Regime) speaks honestly to its public. It is time to realise the negative point in which Mr. Papadopoulos has taken Cyprus within the past 5 years.”

AVCI: “IT HAS ONCE AGAIN BEEN CLARRIFIED THROUGH OLLI REHN’S REPLY THAT THE USE OF TRNC PORTS IS LEGAL”

Minister for Foreign Affairs and Deputy Prime Minister, Mr. Turgay Avcı, underlined that the reply of European Commissioner in charge of Enlargement, Mr. Olli Rehn, to European Parliamentarian Marios Matsakis which stated, “With respect to international law, the use of TRNC seaports is not illegal”, is once again a clarification that the seaports of the TRNC are lawful and legitimate.

Avcı reiterated that the reply to the allegation made by Matsakis whom alleged that, “Ferry routes between Famagusta-Lattakia are illegal”, is evidence that the counter campaigns conducted by the Greek Cypriot Regime are totally deprived of legal foundation.

In his written evaluation of the reply by Olli Rehn, Turgay Avcı underlined that the reply by Rehn is evidence that the isolations adopted to Northern Cyprus contains no legitimate basis, similarly to as it has no moral basis.

EU AUTHORITIES MET WITH POLITICAL PARTIES

European Union (EU) authorities establishing harmony activities with Turkish Cypriots, met yesterday with political parties.

The EU delegation chaired by the president of European Commission’s Enlargement General Directory of Turkish Cypriot Activities Unit, Andrew Rasbash and Director for the EU Support Office, Alain Bothorel, provided information with respect to harmony activities of Turkish Cypriots under 12 headings, and received observations from political party representatives.

The headings of the established harmony activities include; “The free movement of Capital”, “Public Contractual Tenders”, “Corporate Law”, “Competition Law”, “Financial Services”, “Agricultural and Rural Developments”, “Food Safety”, “Transport Policies”, “Statistics”, “Social Policy Activities”, “Environment”, and “Health and Consumer Protection”.

The EU delegation provided a briefing of the Harmony Activities to the Council of Ministers the day before.

BRITISH BASE; A MEANS FOR GREEK CYPRIOT BLACKMAIL

The Greek Cypriot publication, Flielephrios newspaper, stated that the status of the British Bases on the island is being re-evaluated and that two commissions was established for the evaluation.

The newspaper written that the base issue came about as a means of pressure in response to the developments with respect to the lifting of isolations adopted upon the Turkish Cypriots which had arisen from strategic alliance agreement signed between Turkey and England .

On the other hand, the adversary Alithia newspaper, commented on the Greek Cypriot Regime President, Papadopoulos, stating, “The day before, a letter informing England that the status of their bases were being re-evaluated was in actual fact an appealing action to the public before the elections.”

In its news commentary, the newspaper wrote the following: “The Papadopoulos government has neither addressed the base issue to the UN, nor within the EU and has neither taken issue to any court. On contraire; the status of the bases was confirmed in the signing of the EU participation agreement (Protocol 3). Furthermore; the bases issue was not officially taken to the British High Commission or to the Cyprus High Commission in London , or to the Foreign Affairs Ministry and was not even officially addressed within the high level agreements. Apart from the fact that the government has not affectively brought into issue the status of the bases; it is impossible to even argue the possibility of the case.

TURKISH CYPRIOT WOMEN VISIT BRUSSELS …

A delegation of approximately 30 women representing the women’s branches of political parties and civil society organisations had undergone various activities in Brussels to voice their disapproval against the unjust isolations adopted upon the Turkish Cypriots.

With the leadership of the President of the Patriot Women’s Union and wife to President Mehmet Ali Talat, Oya Talat, the message; “Stop evading Turkish Cypriots”, was utilised within the activities hosted by Dutch Parliamentarian, Ms. Emine Bozkurt in retaliating against the isolations.

Within the framework of the activities, an arts exhibition designed by Ayhatun Ateşin entitled “Hundred of Footsteps: Turkish Cypriot Woman’s Journey against Isolation” was on display.

Preceding the activities, shoes brought from Northern Cyprus and which were on display were then donated to the international aid establishment, OXFAM.

SCADENZA IN PRIMAVERA ANCHE PER FINMECCANICA, TERNA E POSTE
(ANSA) - ROMA, 25 GEN - La caduta del Governo Prodi arriva a
ridosso della stagione delle nomine nelle principali societa'' a
controllo pubblico. Eni, Enel, Finmeccanica, Terna e Poste
Italiane hanno tutte i vertici in scadenza nella prossima
primavera.
I mandati dei vertici delle societa'' in questione scadono
all''approvazione del bilancio 2007, quindi alla data delle
assemblee convocate per il via libera ai risultati d''esercizio.
Al momento, i giorni gia'' cadenzati sono il 22 aprile (Eni ed
Enel, in seconda convocazione rispettivamente il 28 e il 29) ed
il 27 aprile (Terna, in seconda il 28), mentre Finmeccanica ha
tempo fino al 31 gennaio per decidere, con la data che puo''
essere fissata entro i sei mesi dalla fine dell''esercizio.
A fissare le regole per la partita delle nomine dovrebbe
essere l''articolo 3 del decreto legge 293 del 16 maggio 1994,
secondo il quale i mandati degli organi amministrativi di
societa'' a ''''prevalente partecipazione pubblica'''' sono
''''prorogati per non piu'' di quarantacinque giorni, decorrenti
dalla scadenza del termine medesimo'''', trascorsi i quali ''''sono
nulli'''' gli atti compiuti nell''esercizio delle loro funzioni.
Cio'' obbligherebbe il Governo in carica, qualunque possa
essere, a presentare attraverso il ministero dell''Economia in
qualita'' di primo azionista la sua lista di amministratori
all''assemblea e poi a farla approvare grazie alla maggioranza
(anche se relativa) che detiene. Presentazione che deve avvenire
dieci giorni prima dell''assemblea. Questo perche'' la nomina di
amministratori delegati, presidenti e consiglieri, rientrerebbe
in quegli ''''affari correnti'''' che competono al governo, anche se
sfiduciato dal Parlamento.
Ma c''e'' anche chi ritiene che la dizione ''''prevalente
partecipazione pubblica'''' non si riferirebbe al controllo
effettivo ma piuttosto alla quota percentuale posseduta in
termini numerici e potrebbe quindi non riguardare le societa''
che sono in Borsa (Eni, Enel, Finmeccanica e Terna), dove lo
Stato, fra quota diretta e indiretta, detiene circa il 30% ed il
restante 70% e'' nelle mani del mercato. In quel caso la nomina
degli amministratori sarebbe legata alle disposizioni del codice
civile e degli Statuti societari e pertanto soggetta a vincoli
meno stringenti. La politica deve comunque tenere conto anche
delle reazioni del mercato, che gia'' in passato ha mostrato di
non gradire alcune scelte, almeno all''inizio.
Ecco una lista delle societa'' con i vertici in scadenza:
- ENI: l''amministratore delegato Paolo Scaroni e'' stato eletto
nel maggio 2005 dal Governo Berlusconi, cosi'' come il presidente
Roberto Poli che e'' in carica dal maggio 2002.
- ENEL: l''a.d Fulvio Conti ha preso il posto dello stesso
Scaroni nel maggio 2005, mentre il presidente Piero Gnudi si e''
insediato con il Governo Berlusconi nel maggio 2002.
- FINMECCANICA: Francesco Guarguaglini e'' stato nominato la
prima volta presidente di Finmeccanica nell''aprile del 2002 dal
governo Berlusconi e confermato nell''incarico (al quale nel
frattempo si e'' anche aggiunto quello di a.d.) nel 2005 sotto lo
stesso governo.
- TERNA: Flavio Cattaneo e'' arrivato a Terna nel 2005 con il
governo Berlusconi dopo l''esperienza alla Rai, mentre il
presidente Luigi Roth ha assunto l''incarico dal novembre dello
stesso anno.
- POSTE: non quotata in Borsa, come Tirrenia, e'' presieduta da
Vittorio Mincato dal maggio 2005, sotto il governo Berlusconi,
mentre l''a.d. Massimo Sarmi si e'' insediato con lo stesso
esecutivo nel maggio 2002.
- TIRRENIA: a maggio 2005, governo Berlusconi, sono stati
confermati i vertici della Tirrenia di Navigazione, a Roberto
Tana la carica di presidente, mentre Franco Pecorini ha
conservato la poltrona di a.d.(ANSA).

EU says use of north ports not illegal

The European Commission does not consider illegal the use of ports in northern Cyprus, an EU official has said. In a reply to a question European MP Marios Matsakis regarding a controversial ferry service between Famagusta and Syria, EU Enlargement Commissioner Olli Rehn said the use of ports in the north was not prohibited. “Based on the general principles of international law, entry and exit of vessels from sea ports in the northern part of Cyprus is not prohibited,” Rehn is quoted as saying in an announcement released by Matsakis. “The Commission is not in a position to intervene regarding the Syrian authorities,” the EU official said. Matsakis had asked for the condemnation of “Syria’s unacceptable stance on the issue” and a warning that continuing this could have repercussions on its relations with the EU. Rehn’s comment did not come as a surprise to the Cypriot government. “Mr Rehn’s and in general the European Commission’s approach is clearly legalistic,” Spokesman Vasilis Palmas said. The spokesman said the Commission’s position is nothing new and is “directly connected with the position and view on direct trade with which we disgree.” The Commission has been trying for years to open direct trade with the Turkish Cypriot breakaway state, something which Nicosia strongly rejects arguing it would mean indirect recognition. “As the Republic of Cyprus, we try to safeguard our state’s interests, with every way and means,” Palmas said.

Libicki document withdrawn from EP Committee of Petitions

A draft report on Famagusta, prepared by the Chairman of the European Parliament Committee of Petitions, will be withdrawn, following strong objections by most Committee members. Committee chairman Marcin Libicki was obliged on Thursday, after a strong reaction from most of the Committee members, to withdraw the draft document he had written, which had been presented as a report on Famagusta. (Greek) Cypriot MEP of the European People's Party (EPP) Yiannakis Matsis said the document presented by Libicki as a report on Famagusta could not be accepted because it was ''inaccurate, contrary to reality and contained unacceptable points and references.'' Matsis advocated the withdrawal of the document, a position shared by EPP. Head of the EPP group in the Committee of Petitions, British MEP Robert Atkins, proposed that the decision to withdraw the text or not be put to the vote. Libicki dismissed the proposal, a decision which resulted in commotion in the hall and confrontation with the majority of the MEPs. Faced with this reaction, Libicki said the text would not be considered as the Committee's report but his own, adding that a new document would be drafted by the four members who had participated in the mission to Cyprus. He also said that the whole issue would be discussed after February’s presidential elections in Cyprus. Matsis said this development was positive and noted that efforts should continue so that the final report on Famagusta does not contradict international law and is not part of a process to upgrade the Turkish Cypriot regime, but instead meets the demand of the Famagusta citizens to return to their homes. Furthermore, it was considered obvious that the Turkish army was responsible for the situation, since it had refused the mission entry to Famagusta, ‘proving that Turkey is violating their personal rights, as they are guaranteed in the three fundamental freedoms of the EU, namely freedom of movement, freedom of establishment and the right to property.’ Greek MEP and Vice Chairwoman of the Committee of Petitions Maria Matsouka pointed out that the text exceeded the Committee's jurisdiction, since it linked the issue with the comprehensive settlement of the Cyprus problem, did not describe what really happened during the mission's visit to the island and was full of mistakes. Matsouka added that Libicki's text was unacceptable, both formally and substantially, and had not been put to the other members of the mission for approval.

Cyprus:Commission view on illegal sea route related to direct trade

The government believes that the European Commission view that the use of ports in Northern Cyprus is not contrary to international law relates directly to the Commission stance on direct trade between the North and the EU. “The position of Enlargement Commissioner Olli Rehn on the use of the closed port of Famagusta by a cruise ship, on an illegal sea route to Latakia, Syria, is associated with the Commission proposed regulation on direct trade between the northern Turkish occupied part of the Republic with the EU,” Government Spokesman Vasilis Palmas said here today. His comments come in response to a reply by Rehn to Euro MP Marios Matsakis, who, in a letter to the Commission, condemned the use of the closed port of Famagusta by a passenger ship to Latakia. Matsakis had quoted Rehn as saying that the Commission believes that according to the general principles of international law, entry and exit of ships from the closed ports of Cyprus is not prohibited and therefore it is not in a position to intervene accordingly to the Syrian authorities. “The approach of Rehn and the Commission in general is strictly and clearly a legal stance”, said Palmas, pointing out that every state has the right, according to international law, to determine the ports and airports it considers legal points of entry. The Spokesman said that following the ‘1974 Turkish invasion and occupation of Cyprus,’ the Republic of Cyprus has determined the illegal ports and airports. “This is our position and policy”, the Spokesman added. Replying to questions, he said the Commission’s position is not new, “it is old and is directly associated with the position and view on direct trade which we disagree with”. Palmas added that the Republic of Cyprus is trying, with every means possible, to safeguard the interests of the state, which conflict the position of the European Commission on this issue”. He also said that there has been no new development in the dialogue between Syria and Cyprus to settle the issue over the sea routes, noting however that the Foreign Ministry is continuing the communication with the relevant Syrian ministry.

Palmas: Turkey wants Annan plan solution in Cyprus

Turkey maintains a consistent and steady policy on a Cyprus solution, which is based on the Annan Plan, Spokesman Vasilis Palmas has said. Commenting on statements made yesterday by Turkish Prime Minister Recep Tayyip Erdogan after a meeting in Ankara with his Greek counterpart Costas Karamanlis, Palmas said “Although Erdogan said that the Annan plan belongs to the past, indirectly but clearly he said that the solution of the Cyprus problem should be based on that plan, which he did not name.” The spokesman said that when Erdogan refers to the need to adopt the essence and the content of the plan, he is clearly referring to a Cyprus solution based on the parameters of the Annan plan. “The clear conclusion we draw is that Turkey is consistent and focuses on a Cyprus solution based on the Annan plan’s content”, he added. Referring to statements by the Greek Prime Minister, Palmas pointed out that “Karamalis expressed clear, consistent and firm positions on the need to implement the July agreement, of 2006, an agreement signed by the UN and both communities in Cyprus, the Greek Cypriot and the Turkish Cypriot communities”. The Spokesman noted that the Turkish Cypriot community “agreed and signed the July agreement upon approval by Ankara and Erdogan himself”. The Turkish Cypriot side, he stressed, “agreed and signed an agreement which it is now questioning and once more violating, referring us again to a solution, contrary to the wishes of the people of Cyprus.” On the absence of any reference by Erdogan to “two states in Cyprus, Palmas indicated that Ankara changes its views depending on who its interlocutor is. “It would be right and constructive if Turkey were to state clearly its positions and views in order to help create those conditions that could lead to progress”, he concluded. In his statements yesterday in Ankara Karamanlis reiterated the need for the full implementation of the July agreement. “About the Cyprus problem: our aim is the full implementation of the July 8, 2006 agreement for a just, viable and functional solution that would lead to the reunification of Cyprus, so that all residents of the island, Greek Cypriots and Turkish Cypriots enjoy the benefits of the EU accession”, he said. He added that the Cyprus solution should be based on international law, UN Security Council resolutions, EU principles and the July agreement. In his remarks to the press, Erdogan said that the Cyprus solution should be solved under UN auspices and expressed his support for the Annan plan. “The spirit and the substance of the Annan plan could be preserved. Our effort is to solve the issue at the negotiating table. We, as guarantor powers, will encourage the interested sides for a solution”, he added.

EU pressed to help resolve Cyprus conflict

The EU has been urged to do 'much more’ to help resolve the ongoing political crisis in Cyprus. A group of NGOs made the demand during a visit to parliament on Wednesday, during which they lobbied MEPs and met EU officials. The NGO network, from the northern part of the island, was led by Oya Talat, wife of Mehmet Ali Talat, president of TRNC since April 2005. She said, “We have come to Brussels to step up our campaign for more EU support for the north. “But we also want the EU, including parliament, to do more to help resolve the current political situation in our country.” She said that, after next year’s European parliamentary elections, the network wants the six Cypriot MEPs to include two from the north. “This is essential in order to correct the imbalance which currently exists. We in the north feel excluded, economically, socially and in many other ways, from the rest of the international community.”

US satisfied with Karamanlis visit to Turkey

The US State Department expressed satisfaction for the official visit of Greek Prime Minister Costas Karamanlis to Turkey, which began yesterday. US State Department Spokesman Tom Casey said “we have always believed it's very important for our two good friends and NATO allies, Greece and Turkey, to be able to work with one another and to be able to work through some of the differences, historical and otherwise, that they've had”. Invited to comment on Karamanlis official visit to Turkey, Casey said that the US welcome diplomatic contacts and view this visit as an opportunity for both states to continue their dialogue. “Certainly we welcome any and all diplomatic contacts and certainly view this visit as an opportunity for our two good friends to be able to get together and continue their dialogue and discussions”, Casey said.

Greek PM presses Turkey on seminary and Cyprus

Ankara must improve its relations with the Cyprus government if it has plans to realise its EU aspirations, Greek Prime Minister Costas Karamanlis said yesterday. He was speaking to journalists immediately after an historic meeting with Turkish PM Tayyip Erdogan. At the joint news conference Karamanlis and Erdogan both reaffirmed their support for a peace settlement, Reuters reported. The Cyprus problem is viewed as the major obstacle to Turkey’s EU accession. “It is obvious that Turkey needs to improve its relations with Cyprus for its EU bid,” Karamanlis, who spoke through a Turkish interpreter, said. Referring to the 2004 Annan plan, Erdogan called for a redoubling of diplomatic efforts to reunite the island after next month’s presidential elections. Erdogan said: “The process after the [Greek Cypriot] elections is very important. We expect an effort from Mr Karamanlis to restart the negotiations.” Commenting on the meeting earlier in the day, Papadopoulos had said Karamanlis would “outline the well-known positions shared by Greece and Cyprus” and that any effort that improved Greco-Turkish relations would surely benefit the Cyprus problem. “Our position is simple and clear. Every effort, every initiative, which improves the relations between Greece and Turkey, has a beneficial effect on the Cyprus problem,” he said. Both Karamanlis and Erdogan pledged to continue building closer trade, energy and tourism ties between Turkey and Greece, NATO allies but also ancient rivals which came to the brink of war over an uninhabited Aegean island in 1996, Reuters said.

Anche io l'ho biascicata a me non è piaciuta ma de gustibus, certo è che mantenerla proibita non ha consentito, e quindi non consentirà, di tenerla sotto controllo.

Magari Chavez non è il miglior testimonial dell'antiproibizionismo, anzi!, anche perché in Venezuela tutti gli stupefacenti, ma anche la foglia di coca, restano proibiti e penalizzati come in buona parte del mondo, ma ogni tanto uno scossone ci vuole.
