Statement by the Presidential Spokesperson of the TRNC Mr. Hasan Ercakica

The inclusion of expressions, regarding the lifting of the isolations the Turkish Cypriots have been subjected to, in the UK-Turkey Strategic Partnership Memorandum signed on 23 October 2007, have been defined by the Greek Cypriots as a step “to recognize the TRNC” and met with harsh criticism.

This stance of the Greek Cypriot side is nothing more than the reflection of the policy they have been employing since 2004. The Greek Cypriot authorities, who could not digest the efforts of lifting the isolations imposed on Turkish Cypriots so as to motivate their efforts to reach a solution for the Cyprus problem, have been, as a means to avert such a move, clinging on the allegations that “TRNC will be recognized” and there will be a permanent partition. As there is nothing more likely than lifting of the isolations imposed on people who have established their wish to live in Cyprus as “equal partners”, this objective is also being supported by the UN and the EU. The fact that the UK is taking steps in that direction should not be deemed as an extraordinary move, but, on the contrary, it should be deemed as a belated initiative.

The uneasiness these moves caused in the Greek Cypriot side are didactic in terms of indicating what the international community should do to make the Greek Cypriot leadership return to the negotiation table. The response of the Greek Cypriot side also indicates the accuracy of the call to lift the isolations.

The efforts of the Greek Cypriot side, who has been trying to avert the steps to be taken to implement the 8 July Agreement or to build confidence between the two peoples by employing delay tactics, directed towards condemning the Turkish Cypriots live by unjust and inhumane embargoes until they decide to return to the negotiation table, are not acceptable. It is, therefore, revealed that one of the reasons behind the fact that Greek Cypriots have turned the 8 July process into a process of diversion is to obstruct the initiatives that will end the isolation of the Turkish Cypriots.

As the Turkish Cypriot side, we would like to reiterate that we do not deem the lifting of the isolations as an alternative to a comprehensive settlement, we aim to commence the settlement negotiations by the end of a preparatory period of 2-2.5 months and to solve the Cyprus problem by the end of 2008 and we are still waiting for a response to the proposal President Mr. Talat has conveyed to Mr. Papadopoulos on 5 September 2007.

European Parliament regrets no progress made in Cyprus problem
The European Parliament plenary session adopted a resolution on Wednesday concerning EU-Turkey relations, in which it expresses regret that ''no substantial progress has been made in reaching a comprehensive settlement of the Cyprus question.'' The Parliament ''reiterates its call on both parties to adopt a constructive attitude for a comprehensive settlement within the UN framework, based on the principles upon which the EU is founded, and in this regard recalls its previous resolutions stating that the withdrawal of Turkish forces would facilitate the negotiation of a settlement.” It furthermore ''welcomes the establishment of an instrument of financial support to encourage the economic development of the Turkish Cypriot community'' and ''calls on the Commission to report specifically on the implementation and effectiveness of this instrument.''

EU Commission announces Cyprus Civil Society Programme
The European Commission has announced the launch of the Cypriot Civil Society in Action Programme. A press release by the EC says that the Programme aims at strengthening the role of Civil Society in the Turkish Cypriot community as well as promoting the development of a conducive environment for the further development of trust, dialogue, co-operation and closer relationship between the Turkish Cypriot and Greek Cypriot communities as an important step towards a solution to the Cyprus problem. The EU will grant 2,000,000 euro to the Cypriot Civil Society in Action Programme. First goal of the Programme is to support partnerships project. The grant scheme is open to proposals in a variety of areas involving Turkish Cypriot civil society organisations in partnership with Greek Cypriot civil society organisations in (but not limited to) culture, economic development, social inclusion, social dialogue, academic research, etc. The creation of linkages between these projects and wider European Union networks will also be supported. Projects may include if appropriate some infrastructure investments too (e.g. joint cafes or community centres, joint project in the field of conservation, revitalisation, renovation activities of cultural heritage sites, etc.). Second goal is to strengthen the Turkish Cypriot Civil Society in the Turkish Cypriot community.Grants will be provided for projects as well as for seed funding for the setting up of new civil society organisations and for promoting their development. The emphasis will be on supporting civil society organisations representing the public interest: protection of the environment; promotion and protection of women’s rights with a view to promote gender equality in the society; consumer protection with a view to strengthen the effective enforcement of consumer protection; enhancement of social inclusion of people with disabilities; development of citizens advocacy groups; etc. Third goal is to support NGOs and international organisations promoting reconciliation projects, including research leading to a better understanding of issues affecting trust between the two communities. Under this strand, some funding will be provided to conferences, surveys, publications promoting reconciliation projects including research leading to a better understanding of issues affecting trust between the two communities.

Oggi l'ineffabile Magdi Allam interviene sul Corriere con un pezzo dal titolo "No al suicidio dell'italiano" inteso come lingua, s'intende. Il pezzo è la solita tirata anti-immigrazione velata d'amore per l'Italia, basterebbe questa frase per riassumere la montagna di saggezza dell'Allam "L'investimento deve essere fatto non per rincorrere le lingue dei nostri ospiti,ma per vincolare l'ospite a conoscere la nostra lingua. Deve essere un obbligo, non un optional."

Da notare che in altri paesi, che grazie agli immigrati sono restati grandi, come per esempio negli USA le informazioni pubbliche, proprio perché tali e rivolte a tutti i neocittadini, sono rese note in tre, quattro alle volte, come a New York, sei lingue. Cosa farà tenere al Corriere un opinionista del genere è veramente un mistero.

British High Commissioner says uncertainty in Cyprus cannot continue
British High Commissioner to Cyprus Peter Millett has said that an essential element for the future is that the status quo in Cyprus is unacceptable and ''we cannot continue to have uncertainty and instability on this island.'' In introductory remarks at the launch of the book ''Reflections on the Relations Between Britain and the Republic of Cyprus and the Case of the British Sovereign Base Areas'', edited by Andreas Theophanous and Yiannis Tirkides, Millet said the UK's commitment to solving the Cyprus problem was demonstrated by the appointment of Joan Ryan as the Prime Minister's Special Representative to Cyprus. Millet noted that ''one of the most important messages underlying this book is the importance of building a strong relationship between the UK and Cyprus and looking to the future rather than dwelling on the past,'' adding that he fully endorses that message.'Of course, it is impossible to ignore the past in any international issue. The book therefore starts by trying to set the historical context,'' he said and added that ''a British historian would not agree with some of the observations made in the book about the UK's role in Cyprus.'' Millet assured that ''we want to work with Cyprus, we have absolutely no interest in working against Cyprus,'' adding that ''our cooperation can cover many areas of benefit to both countries, not only continuing to work for a solution to the division of the island, but also working together on EU and regional issues.'' Referring to the future, he said he fully shares the view in the book on ''the need to work with Cyprus on all the issues relating to the island, the region and the EU.'' Where do the Greek Cypriot policies lead to? by Sylvia Tiryaki
“The Greek Cypriot minister of foreign affairs, Erato Kozakou-Marcoulli returned only recently from her visit to Kyrgyzstan when another Greek Cypriot official, the honorary president of socialist political party EDEK Vassos Lyssarides started preparing for a trip, this time to Damascus. According to press reports, Marcoulli might follow him. A reason for the Greek Cypriot regional diplomatic traffic is the same as in many other cases: The Greek Cypriot officials usually go to those countries that have had a kind of contact with the Turkish Cypriots just prior to their visit – or if they are likely to visit soon. The situation is not much different now. The Greek Cypriots have feared that there might be a possibility of direct flights between Kyrgyzstan and the Turkish Cypriot airport of Ercan. And Syria has already started operating jointly a regular ferry service between Syrian city of Latakia and northern Cyprus' Famagusta. It is unfortunate that almost all of Greek Cypriot politics are dictated by their efforts to keep the Turkish Cypriots isolated from the rest of the world. It is a real pity that the whole Greek Cypriot political engagement in the Cyprus problem boils down to issuing diplomatic protests whenever a Turkish Cypriot finds a platform to express views. All of this is more pitiable as the “official” Greek Cypriot position is that of reunification of the island based on equal footing between the Turkish and Greek Cypriots. However, does anyone believe them any longer? They continue to give the impression that they have had an inherent right to talk and to decide on behalf of Turkish Cypriots. It is enough to read their own – still valid but dysfunctional since 1963 – constitution (a must read for those who would like to learn more about the Cyprus conflict; it can be found on the official internet Web site of the Greek-Cypriot-run Republic of Cyprus) to realize that it has never been so. Their actual approach to the Turkish Cypriots resembles more a siege tactic used against an enemy civil population during times prior to the invention of the international humanitarian law than a move toward a constitutional partner with a vision of rapprochement. An insistent blocking of any move possibly leading to the lifting of the Turkish Cypriots' economic isolation (including blocking the EC's Direct Trade Regulation) is also closer to a strategy of “starving a besieged city out” than to a sincere readiness to negotiate a settlement based on power-sharing and political equality. But life goes on, as Emine Erk, Chairperson of the Turkish Cypriots Human Rights Foundation, pointed out when we visited her with a group of researchers last week. The global problems, whether ecological or those of human trafficking – the island of Cyprus is widely considered as one of the world's centers for human trafficking – need an immediate response, she added. Due to the misleading information campaign by the Greek Cypriots, not even Greenpeace and Amnesty International have any contacts with civic organizations in northern Cyprus (only because they are based in the northern Cyprus) which obviously not only has a negative impact merely on the Turkish Cypriots. Who is profiting from the Greek Cypriot Ministry of Education's (both unconstitutional and illogical) claim to be in charge of the Turkish Cypriot education but at the same time blocking the universities of the northern Cyprus (their number is currently six) to enter the Bologna process, creates yet another puzzle. New realities emerging Still, while being totally up to their necks in the effort to keep the Turkish Cypriots isolated from the rest of the world, the Greek Cypriot administration seems to fail to see at least some of the realities. The ferry between Syria and northern Cyprus is running, and according to Politis newspaper, the EU Commissioner Olli Rehn's office doesn't see anything legally wrong with that. The port of Famagusta is not illegal under international law and designating it as “illegal” was a unilateral decision of the Greek Cypriot government. Moreover, provided the isolation imposing policies of the Greek Cypriots continue, the Turkish Cypriots are likely to reconsider their position towards reunification that they voiced in the 2004 referenda, Erdil Nami, Head of the Turkish Chamber of Commerce told us during the meeting with our study group. As a result, it looks as if it might be increasingly difficult for the Greek Cypriot administration to send a “protest envoy” to other countries. Not because they wouldn't be able to handle a task professionally but simply because they wouldn't have enough people to do so.”

EUTANASIA/ RADICALI: CONGRESSO LIBERALI EUROPEI LA SOSTIENE; Accolte risoluzioni radicali su laicità e ricerca scientifica
Bruxelles, 22 ott. (Apcom) - Il congresso del Partito dei Liberali e Democratici europei, conclusosi ieri a Berlino, ha accolto la risoluzione presentata dai Radicali Italiani a favore dell'introduzione dell'eutanasia in Europa sul modello dell'Olanda, del Belgio e della Svizzera. Lo riferisce un comunicato dell'eurodeputato Radicale Marco Cappato.
Il documento in questione, spiega la nota, invita a "consentire autonomia e responsabilità individuali nelle scelte di fine vita, combattendo il fenomeno dell'eutanasia clandestina attraverso il rispetto di una libera e inequivocabile scelta individuale e attraverso il riconoscimento delle direttive anticipate di cura e forme di regolazione dell'eutanasia sul modello olandese, belga e svizzero o a partire dagli orientamenti che il Parlamento britannico sta adottando".
Inoltre i radicali europei hanno accolto le proposte dei Radicali italiani sulla ricerca scientifica, in cui si chiede di di "autorizzare, attraverso limiti e regole certe la ricerca sulle cellule staminali embrionali, anche con la tecnica del trasferimento nucleare", di "liberare la fecondazione assistita e la diagnosi pre-impianto", e quelle sulla libertà terapeutica in cui si auspica il via libera all'utilizzo di RU486 e di Cannabis terapeutica.


EUTANASIA/ BONINO:SU DIRITTI CIVILI ITALIA FUORI TREND IN EUROPA; Ruolo politica trovare soluzioni, ma c'è piombo gerarchie Chiesa
Berlino, 18 ott. (Apcom) - Sui diritti civili e sulle scelte di libertà, anche di come morire, l'Italia "è fuori trend" rispetto al resto dei Paesi europei. Lo ha detto il ministro per il Commercio internazionale e le politiche europee, Emma Bonino, a Berlino per partecipare, insieme ad altri 15 radicali italiani, al congresso del Partito dei liberali e democratici europei.
Parlando della sentenza della Corte di Cassazione che autorizza un nuovo processo sull'interruzione dell'alimentazione artificiale a Eluana Englaro, la ragazza in coma vegetativo da quindici anni, Bonino ha spiegato che, in Italia, a differenza dell'Europa, "il piombo delle gerarchie ecclesiastiche ha spinto i giudici a trovare una soluzione". E "non è un bel Paese", ha aggiunto il ministro, quello "dove la legge si ritira e lascia campo libero ai giudici; ben vengano, ma sarebbe ruolo evidentemente della politica" trovare delle soluzioni.

SEGGI UE: BONINO, RISERVE MA ITALIA NON OSTACOLERA' TRATTATO
(AGI/EFE) - Berlino, 18 ott. - Il ministro per gli Affari Europei, Emma Bonino, ha ribadito che l'Italia non ostacolera' l'approvazione del nuovo Trattato comunitario di riforma, in discussione da oggi al Consiglio Europeo di Lisbona, anche se manterra' ferme le proprie riserve circa la proposta di rimodellare la composizione dell'EuroParlamento di Strasburgo, che comporterebbe una generale riduzione dei seggi in conseguenza della quale, tuttavia, proprio Roma risulterebbe maggiormente penalizzata rispetto ad altri Stati membri. Bonino, a Berlino per presenziare all'annuale congresso dei partiti liberali d'Europa, ha insistito sul fatto che il governo italiano "non gradisce la metodologia" adottata per rimodellare il Parlamento Europeo, basata sul numero dei residenti in un dato Paese anziche' su quello dei cittadini.
"Esprimeremo", ha sottolineato il ministro in conferenza stampa, "la nostra bocciatura e le nostre preoccupazioni" per il criterio seguito; quindi ha auspicato che si trovino le basi per "continuare a trattare" sulla questione. In conclusione ha Bonino pero' confermato quanto gia' dichiarato ieri dal presidente del Consiglio, Romano Prodi, a proposito dell'importanza di un pieno appoggio da parte di tutti, in sede di vertice Ue, al Trattato di riforma. WELFARE/ BONINO: SPERO IL PARLAMENTO NON MODIFICHI DDL GOVERNO; I ministri astenuti? "Necessario senso di responsabilità"
Berlino, 18 ott. (Apcom) - Il ministro per il Commercio internazionale e le politiche europee, Emma Bonino, torna a elogiare i contenuti del testo sul welfare, approvato ieri sera dal governo, ma ribadisce le sue critiche al metodo scelto. "E' inaccettabile essere convocati senza neanche poter vedere il testo: credo che non sia un buon modo di fare", ha spiegato Bonino a margine del Congresso del Partito dei liberali e democratici europei, in corso a Berlino.
Malgrado i dubbi ripetuti ieri sulla copertura finanziaria delle misure del ddl, il ministro chiarisce di non sperare che ci siano margini per delle modifiche in Parlamento: "se questo è quello che si è deciso, ognuno deve trangugiare dei rospi", ha affermato.
E, sulle astensioni dei titolari dei Trasporti, Alessandro Bianchi, e della Solidarietà sociale, Paolo Ferrero, in consiglio dei ministri, Bonino aggiunge: "nessuno mette in dubbio l'autonomia parlamentare", tuttavia, per evitare una "situazione di liberi tutti", "credo che un senso di responsabilità sia necessario, perché il governo deve difendere le sue proposte".

COMMERCIO ESTERO: BONINO, SU 'MADE IN' GERMANIA PIU' ATTENTA.
(ANSA) - BERLINO, 18 OTT - Il governo tedesco comincia a mostrare una maggiore attenzione alla questione del 'Made in', ma questo non vuol dire necessariamente che si arriverà ad un accordo. Lo ha detto oggi a Berlino il ministro per il Commercio internazionale e le Politiche europee, Emma Bonino, a margine del congresso del Partito dei Liberali e Democratici europei, a cui partecipa una delegazione di Radicali italiani.
"Mi pare che sul 'Made in' ci sia (da parte della Germania, ndr) una maggiore comprensione della portata e dell'obiettivo, quindi non demordo", ha detto all'ANSA la Bonino, che questa mattina ha incontrato il sottosegretario all'Economia tedesco, Bernd Pfaffenbach.
"Mi sembra di aver notato in queste ultime settimane, forse per via del caso Mattel, una maggiore attenzione - ha proseguito -. Non siamo ancora al 'si'' e non so se ci arriveremo, ma ho visto meno barriere immediatamente alzate, come era il caso di appena due-tre mesi fa, quando si parlava di 'Made in'". Come è noto, una maggioranza di Paesi Ue - tutti nordeuropei e quindi inclusa la Germania - si oppone all'adozione di un provvedimento che prevede l'etichettatura - e quindi all'indicazione della provenienza - dei prodotti importati nell'Ue da paesi terzi. Una proposta di regolamento, questa, che giace nei cassetti del Consiglio Ue dal 2005.
"Ho avuto la sensazione che questo dossier, che era già stato dato con un 'no' deciso, sia tornato sul tavolo per un approfondimento e una nuova analisi della questione", ha osservato il ministro, spiegando che questo sarà "uno dei temi che si affronterà nel vertice bilaterale italo-tedesco del 20 novembre" prossimo. "Noi stiamo facendo il massimo per meglio informare e far capire qual è il contenuto e lo scopo di questa proposta - ha concluso -. Ci sembra di riscontrare una rinnovata attenzione".(ANSA).

Un mondo senza violenza cominci da Cipro turca

In questi giorni a Napoli la Comunità di Sant'Egidio ha organizzato un incontro intitolato "Un mondo senza violenza" al quale hanno partecipato rappresenanti di numerosi confessioni religiose. Il capo della chiesa ortodossa non ha mancato di attaccare la Turchia e la Repubblica turca di Cipro nord denunciando il disastroso stato in cui verserebbero le chiese ortodosse in quella parte del mondo.

A Chrisostomos II, come agli amici di Sant'Egidio, andrebbe ricordato che un mondo senza violenza può essere possibile se la pace si basa sulla pratica della ricerca della verità. Per quanto riguarda la situazione delle chiese ortodosse che si trovano nella parte nord di Cipro occorre fare chiarezza una volta per tutte, come occorre far chiarezza dello status di isolamento nel quale vengono tenuti da 23 anni oltre 250mila turco-ciprioti.

Il 22 settembre di quest'anno, col deputato radicale della Rosa nel Pugno, ho ricevuto dalla mani del Ministro degli esteri della Repubblica turca di Cipro nord Turgay Avci la cittadinanza di un governo democraticamente eletto che è riconosciuto solo dalla Turchia, in quanto leali sostenitori del Governo italiano, e in quanto cittadini della Repubblica turca di Cipro nord, ci offriamo di accompagnare il Presidente Prodi in una visita nella parte nord dell'isola affinché egli si possa rendere conto di persona dello stato in cui versano i luoghi di culto - e sacri - dei cristiano ortodossi e di chi siano le reali responsabilità della situazione in cui si trova la parte nord dell'isola.

Allo stesso tempo, invitiamo tanto il Presidente Prodi quanto il Ministro D'Alema a seguire da vicino la questione generale di Cipro perché se le attenzioni verso l'isola devono essere sollevate solo per tentare di attaccare tutto ciò che è turco, con strumentalizzazioni inaccettabili che paragonano le risposte ai terroristi del PKK a possibili esercitazione contro Nicosia, difficilmente si riuscirà a far progredire la nobile idea di un mondo senza violenza.

dal 17 al 19 ottobre sono stato a Berlino al congresso del Partito dei liberali, democratici e riformatori europei (ELDR), era la prima volta per Radicali italiani. Grande partecipazione istituzionale, 10 dei 27 commissari europei sono della "famiglia liberale", grande partecipazione parlamentare e grandi scazzi in fase di discussione delle varie proposte di mozioni presentate dai vari partiti.

Con tutto che si e' tutti liberali, alcuni sono, o ritengono esserlo, piu' di altri, il problema e' che alla prova della certificazione della separazione tra Stato e Chiesa, non pochi si son dimostrati essere "moderati", diciamo cosi'. Molto cauti a proposito tanto i cataliani che i nordici che in massa hanno votato contro la mozione radicale sulla laicita' dello stato e proibizioni sulle cure. Presto, spero, ulteriori dettagli sul congresso.
